The ITU was synonymous with "Bob Shaw" from what I could see and they always appeared to me to operate in the shadows. One night in a bar in DC during the IFWP proceedings, Bob, who'd drunk too much (and smoked too many of my wifes Virgina Slims) told me that we were all wasting our time and that a deal had been made and we should just go home. He was referring to the NSI-IANA merger we now refer to as ICANN.
Bob Shaw started his career trying to kill the internet and at the point where he joined the domain discussion his only publication was how to fit the immensely long X.400 email address onto a business card.
I really had no idea what he was talking about but in hindsight it's clear to me now he meant a board had been selected and the US governments talk of self-governance were indeed hollow.
