She didn't win Miss USA. This despite pagent organizers paying for her breat implants. (huh? No, really, Fox news said so) Then, seemingly out of spite, topless photos of Miss Califiornia surfaced:

This is in contradiction to pagent rules, plus, she was 17 at the time. She asserted, when asked that this was the only pic. Then the second pic appeared (it's not as good as the first). Liar.

Apparantly something had to be done. So a conference was organized with pagent officials one of who is Shanna Moakler, a former Miss California.

The punchline? Moaklers Twitter photo is a secuctive one of her completely nude and her location is described as "in bed":
